SOME COMMUNITES THAT LIKELY WILL BE IMPACTED INCLUDE WESTMINSTER...FREDERICK...JARRETTSVILLE...MARTINSBURG... WINCHESTER...FRONT ROYAL...LURAY AND CHARLES TOWN.
