THE RAIN WILL BE MODERATE TO HEAVY AT TIMES ACROSS THE EAST COAST METRO AREAS AS WELL AS EASTERN INTERIOR LOCATIONS. HEAVY PONDING OF WATER CAN BE EXPECTED AND THIS WILL MAKE DRIVING CONDITIONS DIFFICULT. THE HEAVIER DOWNPOURS OF RAIN WILL BE ACCOMPANIED BY WIND GUSTS OF 30 TO 35 MPH OVER LAND...AND OVER 35 MPH OVER THE WATER.
