20.5' - Niles split in half by flood waters. In Girard Mill Street, Front Street, River Street, and Liberty Street inundated. The Youngstown water department is flooded. Major flooding will occur in industrial areas east of U.S. 680. Floodwaters may reach depths of two to four feet along railraod tracks in this area.

18' - In Niles water inundates over Water Street, West State Street, Butler Avenue, First and Second Streets, and North Main Street. The Meander Creek backup is likely to flood southern portions of town. Homes and businesses south of Walnut Street and East Park Avenue inundated. Homes inundated in Girard along River and Front Streets. In Youngstown portions of eastern Marshall and Mahoning Avenue inundated just north of Highway 680.
17' - In Niles State Route 46 flooded and the West Park Avenue Bridge north to the Warren Township line inundated. Belmont Avenue extension inundated near Price Avenue. Meander Creek backup likely to flood McKees Lane and Main Street. The western portion of Youngstown near Austintown floods near Salt Springs Road and Division Street. The eastside of Youngstown along Wilson Avenue north to the city limits is inundated.
16' - Roads near the river in Girard and Niles in southern Trumbull County inundated. These include First and Second Streets in Niles, and River and Front Streets in Girard. Businesses south of Olive Street in McDonald inundated. Lowland in Mahoning County inundated.
15' - Water inundates property on River and Front Streets in Girard. In Niles State Route 46 flooded and First Street begins to inundate. In Mahoning County flooding will spread into industrial areas along the river.
14' - River inundates lowland near the river. Some basement flooding possible.
12' - River at bankfull.
